The State Department's Bureau of Consular Affairs is offering 10,000 visas in 1990 and another 10,000 in 1991 under the OP-1 Immigrant Visa Program, announced Sen. Orrin Hatch, R-Utah.

"This is a program that enables people living inside and outside our country to apply for permanent residence status, a step towards becoming a United States citizen," Hatch said.The applications will be randomly selected between March 1 and March 31. Residents of Colombia, El Salvador, Guyana, Haiti, India, Jamaica, the Dominican Republic, Korea, Mexico, the Philippines, the United Kingdom, Taiwan and China are not eligible.
