A fugitive communist leader Saturday pressed proposals for the resumption of rebel-government peace talks on the condition President Corazon Aquino make an "executive declaration" ousting U.S. military bases.

The military, meanwhile, reported Philippine troops killed six guerrillas of the communist New People's Army in a 15-minute gun-battle in the central island of Panay on Tuesday.
