The chief rebel negotiator Wednesday offered to resume peace talks on ending a 20-year communist insurgency if President Corazon Aquino agrees to end a lease on key U.S. military bases when it expires in 1991.

Saturnino Ocampo, who headed the rebel panel in peace talks in 1986, said in an interview with United Press International that secret talks with Aquino's representatives could begin immediately and a cease-fire could follow once an agenda has been set.Ocampo was responding to Aquino's speech before the Philippine Military Academy Sunday restating a policy calling on leftist and rightist extremists to attempt to resolve differences through negotiations before resorting to force.
