An Afghan guerrilla leader Friday called on other countries to recognize the interim government the insurgents formed for Afghanistan and predicted the Soviet-backed rulers in Kabul will be overthrown.

Sibghatullah Mojaddidi, who was recently elected president of the interim government, also offered an amnesty for Afghanistan's communist government troops if they switch sides in the 10-year-old civil war.Fellow guerrilla fighters based in Iran Friday reportedly rejected the interim government the insurgents hope will take over if President Najib's communist government falls in Kabul.

At a news conference ending a stormy three-week meeting of Pakistan-based guerrillas, Mojaddidi said the guerrilla government would become functional inside Afghanistan within a month, "God willing."
