Dozens of rural Utah communities are drowning in a flood of wastewater. But they will have to wait at least another year before they find relief.

The Legislature did not take action on a $50 million bond proposal that would have provided loan money to cities and towns to construct sewer systems.Many towns have raw sewage running down the streets and pooling in back yards and fields. Many of those cities are in violation of federal environmental and health standards and face the potential of huge federal fines.
