Former Utah Legislator C. McLain Haddow was due to be released from the federal prison farm at Petersburg, Va., Monday. Haddow has served four months of a 1-year sentence for conflicts of interest while he was administrative assistant to Health Secretary Margaret Heckler.

His wife, Alice, left the couple's home in northern Virginia Monday morning to pick up her husbnad when prison pfficials released Him.

Haddow was a political aide to Sen. Orrin Hatch, R-Utah, before going to work for Hecckler at the Department of Health and Human Services.

The Justice Department has notified Haddow it intends to file a civil suit to recover money he and Mrs Haddow were paid under the scheme.
