The Utah Press Association presented its most prestigious award - Master Editor and Publisher - Saturday night to Charles Claybaugh, publisher of the Box Elder News Journal, Brigham City.

Claybaugh received the award during the association's 96th annual winter convention in the Salt Lake Hilton. The award is the highest tribute the association pays one of it members.Claybaugh, a third-generation newspaperman, grew up in Brigham City and graduated from Utah State University in 1963. He served as the press association's president in 1974.

In addition, the association announced the winners of its 1988 "Better Newspaper Contest."

General excellence winners were the Emery County Progress, the American Fork Citizen and the Cache Citizen.

The American Fork Citizen also received a community service award as did the Moab Times Independent.

The association also announced contest winners in a variety of other categories.
