Cleveland City Council, acting without any advance notice or public discussion, has voted to outlaw the sale and possession of all semiautomatic assault weapons, including AK-47s and Uzis.

The ordinance was passed Friday on a unanimous vote, with one abstention. It calls for mandatory six-month jail sentences and $1,000 fines for people violating the law.Council President George L. Forbes, who sponsored the ban on assault weapons, admitted he rushed passage of the ordinance and bypassed public hearings in an effort to avoid a fight with the National Rifle Association.
