Surrogate parenthood contracts are one step closer to being illegal in Utah.
The House voted 56-10 to support HB129, sponsored by Rep. Kelly Atkinson, D-West Jordan. The bill would make illegal any surrogate contract that involves financial or material incentives of any kind.An "altruistic" surrogacy, in which someone (usually a close friend or relative) agrees to bear a child for someone else without any payment, is not illegal under the bill. But if such an arrangement is disputed, any agreement is unenforceable and the court would base its decision solely on the welfare of the child.
The bill now moves to the Senate for its consideration.
