A teenager who was investigated by the FBI because he wrote the Soviet Embassy asking for information as a junior high student said Thursday he plans to appeal a court ruling that the government acted properly.

Todd Patterson, 18, now a senior at Don Bosco High School in Ridgewood, said he has been called "paranoid" for not trusting the FBI. "If the government's going to do this, their paranoia's out of control," he said.Patterson's file has entries dated as recently as June 1987, even though an FBI agent visited his home in North Haledon in 1983, talked to his mother, looked at his room and concluded that the 12-year-old Most Blessed Sacrament student was not a spy.
