He's just joking, but Sen. Orrin Hatch, R-Utah, says he has thought of a way to balance the federal budget and solve congressmen's worry about pay.

"I'd be willing to pay each member of Congress a $1 million salary - as long as they balance the federal budget first," he told the Deseret News Friday. He said he's been mentioning that idea jokingly in recent speeches."It would actually save the nation money. One million dollars per congressman would cost $535 million, but you can bet they would balance the budget to get it - which would save $155 billion," he said.
