President Bush's bailout plan for depositors of insolvent savings and loans will mean the almost immediate takeover by the government of three Utah firms whose liabilities exceed their assets. Home Loan Bank Board Chairman M. Danny Wall, a former Utahn, told the Deseret News Monday that the board would act within days to assume supervisory control of the Utah S&Ls and virtually all others in the nation that are deemed bankrupt. Wall said the board will act under its current authority without need of congressional action. Wall declined to name the S&Ls involved.
