The United States secretly cut off deliveries of lethal aid to Somalia last summer in response to widespread human rights violations by government forces during anti-rebel operations, according to U.S. officials.

The officials, who insisted on anonymity, said some military aid shipments to Somalia continue but that lethal equipment, mostly ammunition, has been suspended.One official said the level of rights violations was such that Congress would have ordered the aid cutoff if the administration had not done so.
