Myranda Mittlesdorf, 11, bundles against the cold Wednesday in Hibbing, Minn., while Daisy Warpula, 12, protects her ears and cheeks from the 30-below wind chill. Subzero temperatures and winds up to 40 mph produced wind chills in Montana and the Dakotas as low as 90 below zero. The blast of arctic air kept things cold and wet throughout the western two-thirds of the United States, and snow fell from the Pacific Northwest to the upper Mississippi Valley. This air mass was also blamed for at least 13 deaths in Western Canada and froze fountains in usually mild Vancouver, British Columbia.
