President George Bush issued a declaration on Tuesday for federal assistance to restore public facilities damaged by the Jan. 1 Quail Creek dike failure.

But private property and repairs to the dike itself aren't covered. Gov. Norm Bangerter said he would appeal the lack of funding for the dike repairs.Carl Suchocki, of the Federal Emergency Management Agency, said Tuesday, "Essentially, the president's action provides funding for Washington County to pay part of the cost to restore public property located downstream from the failed dike."

The national government will pay 75 percent of the expense of repairing roads, utilities and other essential public facilities. State and local governments must provide the rest.

Special loans will not be available from FEMA for owners of private property.

Among the non-government agencies helping, were the Red Cross and The Church of Jesus Christ of Latter-day Saints.
