Soviet Foreign Minister Eduard Shevardnadze said he was full of expectation and hopes as he arrived in Beijing Wednesday to discuss a summit to heal the 30-year-old China-Soviet breach. "We are starting our negotiations fully aware of the scale of the forthcoming event," Shevardnadze said. "The theme of the Soviet-Chinese dialogue is peace and development." Shevardnadze arrived on a special Aeroflot plane and was met by his Chinese counterpart, Qian Qichen. The two shook hands warmly. Shevardnadze said he was carrying a letter from Soviet President Mikhail Gorbachev to Chinese leaders. He did not reveal the contents.
