The management committee of the Detroit Newspaper Agency announced late Sunday it will implement a business merger of the Detroit News and Detroit Free Press on Monday, Feb. 6, despite possible further appeals.

A three-judge panel of the U.S. Court of Appeals voted 2-1 Friday to reject opponents' challenge to approval of the joint operating agreement by former Attorney General Edwin Meese III. The panel unanimously lifted a stay barring implementation.Terms of the pact provide the joint operation can begin Feb. 6, the 10th day after the court's decision, the committee said.
