Kenneth D. Plowman, director of policy research for Bonneville Associates, has been appointed director of government affairs for the Salt Lake Area Chamber of Commerce, according to Fred S. Ball, president.

Plowman replaces Gary R. Hansen, who has been appointed director of the Utah Consumer Protection Division by David Buhler, director of the Utah Department of Business Regulation.In his new position, Plowman will be the chamber's primary lobbyist representing the business community; he will promote favorable working relationships with elected and appointed government officials; and serve as the chamber staff person to various government affairs committees.

He received a bachelor's degree in public relations from Brigham Young University and a master's degree in public administration from George Washington University.

Before joining Bonneville, Plowman was an executive assistant to Rep. Eldon Rudd, R-Ariz.; legislative director for Rep. Tom DeLay, R-Texas; press secretary for Rep. Ron Packard, R-Calif.; and press secretary for Rep. Mark Siljander, R-Minn.
