Police trying to ease a traffic jam of boats discovered that the man who was supposed to raise the 14th Street Bridge in Pompano Beach, Fla., was fast asleep, a flask of vodka by his side. The bridgetender, Robert Alexander Kennedy, was fired. Telephone calls to the tower had gone unanswered Sunday, and the boats were backing up when police discovered Kennedy, said police spokeswoman Connie Ryan. Kennedy was awakened, arrested and charged with obstructing a harbor, disorderly intoxication and culpable negligence, Ryan said. "People were trying to get home to watch the Super Bowl," Ryan said.
