Rep. Kelly C. Atkinson makes no bones about it: Legislators who serve too long lose their effectiveness and should be replaced with new faces and fresh ideas.

However, Atkinson's bill to let the public vote on whether or not to limit lawmakers to three terms in the House and three in the Senate was soundly defeated."At some point, we must say we have accomplished what we set out to accomplish," Atkinson told the House State and Local Affairs Committee. "The people of this state should be allowed to vote on it. What are we afraid of?"

"The duration of the term is not important," answered Rep. David Jones, D-Salt Lake, "but the quality of the representation. In a representative body, expertise is important."

Committee members voted down HJR3 by an 8-4 margin.
