Former City Manager Cowles Mallory has been named city administrator for Davenport, Iowa.

Mallory, Ogden's chief administrator for nearly eight years before resigning under pressure in October, will take the post in the Mississippi River community of 100,000 in mid-January.Mallory said he officially accepted the position Wednesday night. He had made two trips to Davenport for interviews.

"It's an older community with the types of problems older communities have," he said. "They (city officials) want to do something with their downtown."

One reason he took the job, Mallory said, is Davenport's mayor and council struck him as being progressive and having a commitment to improving their community.

Mallory, 54, had come under criticism in Ogden for his purportedly abrupt and aloof management style,.

Nonetheless, he was considered a strong financial manager who nursed Ogden through several years of financial difficulty by trimming the budget and making city government more efficient.

During his tenure, the city reduced the number of its employees by 20 percent.
