Hanoi is trying to renegotiate agreements that have sent more than 170,000 Vietnamese to Soviet bloc countries to work for low wages under sometimes-hazardous conditions, a Vietnamese army newspaper said.

The newspaper Quan Doi Nhan Dan, in a rare criticism of Vietnam's communist allies, complained that Vietnamese laborers in the Soviet Union and Eastern Europe were underpaid, ill cared-for and sometimes forced to work with "convicts under a system of forced labor."More than 170,000 Vietnamese laborers have been sent to Soviet bloc countries over the past eight years, including 80,000 in the Soviet Union, and "hundreds of thousands" more are expected to follow them in years to come, the newspaper said.
