The Reagan administration is sending Panamanians the blunt message that their nation's crisis will end if the military turns on Gen. Manuel Antonio Noriega."Ultimately, I think it's going to have to be the (National) Guard itself that gets rid of him," Assistant Secretary of State Elliott Abrams said Sunday.

Abrams, appearing on CBS-TV's "Face the Nation" expressed hope that the military strongman would be forced out in "a matter of days."
