The 12 European Economic Community nations have welcomed the PLO parliament-in-exile's declaration of an independent Palestinian as containing "positive steps" toward peace in the Middle East.

Also Monday, the nations repeated their call for an international peace conference on the Arab-Israeli conflict under U.N. auspices. Israel opposes such a conference, which King Hussein of Jordan first proposed in 1987.The EEC foreign ministers issued a statement welcoming the Palestine National Council's indirect recognition of Israel's right to exist and saying they were pleased that the PLO body "explicitly condemned violence" in its Nov. 15 declaration of an independent Palestinian state with Jerusalem as its capital.
