Israeli troops shot to death a 22-year-old Palestinian and wounded 11 others in clashes Sunday in the occupied lands. Meanwhile, Arab and Israeli moderates claimed the protracted uprising has increased prospects for peace.

At a forum, six Israeli peace activists and Arab moderates on Sunday praised the PLO parliament-in-exile's declaration of an independent state as a message of peace and acceptance of Israel's existence."The declaration . . . was a reward to the Palestinian people who have been struggling for 11 months and a message to the Israelis that the Palestinian people accept a Jewish and Palestinian state side-by-side," said Hanna Siniora, a pro-PLO newspaper editor from east Jerusalem.
