The deadline for protesting an application by the Central Utah Water Conservancy District to transfer water storage from Utah Lake to Deer Creek Reservoir, originally set for 5 p.m. Monday, has been extended.

In a meeting Monday with State Engineer Robert Morgan, representatives of Utah County, Provo City and the Provo River Canal Users Association argued that procedures for allowing public response to the change were not being followed.Robert Fillerup, an attorney representing the Provo Canal Users Association, said the Utah Code requires such notices to be published once a week for three consecutive weeks, and that a 20-day period for filing of protests follow publication of the notice.

Fillerup said the Central Utah Water Conservancy District published its notice on six consecutive days and allowed only five additional days for filing of protests.

Morgan agreed to extend the protest filing deadline until Nov. 14 because of the confusion.
