A former Boy Scout leader accused of sexual abuse of a child, a second-degree felony, faces a Nov. 15 arraignment in 4th District Court in Provo.
Allen Washburn, 35, Orem, Tuesday waived his right to a preliminary hearing before Orem 4th Circuit Court Judge Robert Sumison and was bound over to district court.Defense attorney Wayne Watson said Washburn had waived his preliminary hearing as part of a plea bargain arrangement. A second charge of child sexual abuse against Washburn will be dropped as part of the deal.
The remaining charge stems from an alleged June incident involving a boy younger than 14.
Washburn also charged in the Spanish Fork 4th Circuit court with two counts of forcible sexual abuse of a child, stemming from an alleged Aug. 1 incident at Camp Maple Dell in Payson Canyon. He is accused of abusing two Scouts, ages 15 and 16, who worked on the staff.
Deputy County Attorney Kay Bryson said plea negotiations in the Orem Court are tied to those in the Spanish Fork Court.
Washburn is a former district executive of the Utah National Parks Council of the Boy Scouts of America. He was asked for and submitted his resignation Aug. 3, 1988. He had worked for the council since Dec. 16, 1983.
