Japan has pledged $60 million for Afghan refugee relief and said it will double its foreign aid budget to more than $50 billion over the next five years.

Japan's U.N. Ambassador Hideo Kagami made the pledges Wednesday in a foreign policy address to the delegates to the 43rd General Assembly.He hailed the "new thinking" of Soviet leader Mikhail S. Gorbachev and hoped it would be manifested in easing military tensions in Asia and the Pacific region.
