The State Department said Friday it was giving conditional approval to the export of U.S.-made communications satellites to China. If it receives final approval, the transaction would be the first of its kind to a "non-western" destination, State Department spokesman Charles Redman said. Both Congress and a grouping of western allies that monitors high technology transfers must consent to the deal. Redman said Hughes Aircraft Co. submitted a license application for the launch of two of its satellites ordered by an Australian entity, AUSSAT.
