Gen. Lauris Norstad, who helped found the Air Force and guided NATO in its formative years, was buried in Arlington National Cemetery Wednesday with full military honors.

Norstad, a native of Minneapolis, died Sept. 12 of heart ailments at the Tuscon Medical Center in Arizona. He was 81.Norstad, who was promoted to brigadier general at 36, was brought to Washington in 1944 to help plan the 1947 formation of the Air Force as a separate service. Until then, it had been part of the Army.
