President Reagan will nominate two women for administration promotions, one as an assistant secretary of the Air Force and another for the same position at the Department of Health and Human Services, the White House announced Wednesday.

Reagan intends to elevate Karen R. Keesling from her current Air Force position as principal deputy assistant secretary for readiness support for the slot of assistant secretary in charge of manpower and reserve affairs.Keesling, a former aide to Sen. Nancy Kassebuam, R-Kan., would succeed Tidal W. McCoy if confirmed by the Senate.

It was also announced that Reagan would nominate Mary T. Goedde to be an assistant secretary of health and human services, in charge of legislation, to succeed Ronald Docksai.

Since 1986, Goedde has been principal deputy assistant secretary for legislation in the health department.
