Defense Minister Yitzhak Rabin has ordered aides to examine how to prevent a repeat of the military service exemptions-for-money scandal that shocked Israeli army personnel and civilians this week.

Authorities disclosed the illegal network Monday with the arrests of 16 people, including eight army personnel and an orthopedic surgeon, on suspicion of involvement in the ring. Another doctor was arrested Wednesday in connection with the case, state-run Israel Radio reported.The network is the country's first large-scale ring involving exemptions for thousands of dollars in money and other favors, researchers and authorities said.

Ha'aretz, a leading Israeli newspaper, reported Wednesday that other army officers and high-ranking doctors are expected to be arrested during the second wave of the operation, which likely would begin after the Jewish New Year holiday next week.
