The world's top-ranked singles player, Ivan Lendl, won't be a member of the U.S. Olympic team next month because Czechoslovak officials refused the waivers that would have allowed him immediate American citizenship, said U.S. lawmakers who had worked for special legislation on Lendl's behalf.

Lendl, who lives in Greenwich, Conn., had received permanent U.S. residence status last year and will be eligible for citizenship in 1992.
