Rep. Wayne Owens, D-Utah, is upset. He be-lieves an Interior Department plan for reintro-ducing wolves to Yel-lowstone National Park would:
- Allow ranchers with federal grazing permits - or their agents - to kill wolves that harass their animals.- Declare all wolves now in Wyoming, Idaho and Montana as "experimental" populations, which environmental groups say would strip them of some protection they now enjoy as an "endangered" species under the Endangered Species Act.
- Allow state wildlife agencies to manage wolves on some federal lands, including national forests and U.S. Bureau of Land Management areas. Environmental groups complain some states would like to get rid of wolves.
- Design an environmental impact statement process that environmental groups say does not allow enough public input.
