The Springdale Planning and Zoning Commission has postponed issuing a conditional-use permit for a large-screen theater and hotel complex at the mouth of Zion National Park.

The commission took two votes Tuesday night, the first to deny the issuance of the permit at this time, and a second to continue working with World Odyssey Inc. to iron out details of the project."We're still in limbo, basically," said Deputy Town Clerk Sue Fraley.

World Odyssey's plans for the proj-ect across from the scenic Zion Watchman campground have been met with outcries from environmentalists and infighting among towns-people.

The commission's vote will go before the Springdale Town Council Thursday morning for approval or rejection, said Fraley. But that vote is a formality, since the planning commission intends to continue consideration of the project, she said. Additionally, any vote the council would take would be subject to a public hearing, she said.

Commission Chairman Eric Bonner cautioned members and said a legal battle is likely no matter what the vote.

World Odyssey had hoped they would get the permit after they dropped, for the time being, plans to build an 80-room hotel on the site. The company still wants to build a 300-seat theater and retail complex.

About 30 residents at the meeting said they were concerned that issuing a permit now wouldn't give the city control over future regulation of construction.
