French authorities said a ship carrying toxic waste from Italy and rejected by half a dozen countries will be resupplied and refueled at sea but will not be allowed to enter a French port.

The cargo ship Karin B, loaded with 2,100 tons of industrial solvents, was denied permission to enter French waters and dock at Le Havre, at the mouth of the Seine River. The ship anchored off the Normandy coast, where it was being closely watched by two French naval vessels, officials said Thursday.

The German-owned ship has been refused permission to unload its cargo in Britain, Spain, West Germany and the Netherlands. The Italian government says it does not have the technology to dispose of the toxic solvents.
