A highway patrolman on leave for stress feuded with a neighbor for 18 months over a fence separating their yards before a shooting that left the neighbor dead and the officer facing a murder charge.

California Highway Patrol Officer Frank Thomas, 44, was to be arraigned Tuesday in the death of Gordon Lee Chance Jr., his next-door neighbor.Sheriff's officials say Thomas shot Chance five times last Thursday, shortly after Chance used a chain saw to cut down a section of the 5-foot-high fence Thomas had built at the border of his suburban Sacramento yard.
