Part-time Ogden Mayor Scott Sneddon has filed papers declaring his candidacy for the full-time job that will be created when the city's form of government changes in January.

Sneddon's only declared competition so far in the mayor's race is perennial local government candidate Larry Lowder, who never has won an election and is a former supporter of Sneddon's.No one has filed yet for any of the seven City Council seats that voters will fill in the Nov. 5 election. The mayor and council races are non-partisan.

Both Sneddon and Lowder said they are willing to increase taxes to maintain or improve current levels of police and fire protection.
