Police in Lebanon, Pa., are trying to determine who kidnapped stoic Officer Gregory from the squad car where he had been deployed as a bluff to discourage speeding motorists.

Officer Gregory was 11 pounds of wood and plastic, a leg-less mannequin dressed in a police cap, shirt and jacket. His arms and head were adjusted so that it appeared he was holding the steering wheel and watching traffic. The mannequin, which cost the city $315, was made by a Utah firm, Gregory Inc. of Provo. About 1,000 police departments across the country use similar mannequins.
