Arab League diplomats hope to breathe new life into the strained alliance Saturday at their first large gathering since the war.
Arab relations were battered by the Iraqi invasion of Kuwait in August. Diplomats say the gathering in Cairo will help reduce tensions and encourage Arab brotherhood. The Arab League council session, a twice yearly meeting, brings together lower-level officials from the 21-nation group, including envoys from Iraq and Kuwait.
Iraq announced it will send a department head from the Foreign Ministry. Kuwait's delegate will chair the session.
