A top U.N. envoy reported Thursday that Iraq is threatened by epidemics and recommended that food and fuel be sent in immediately to avert a catastrophe. The report came from Undersecretary-General Martti Ahtisaari, who just left Iraq.

Secretary-General Javier Perez de Cuellar was to present Ahtisaari's report to a closed-door meeting of the Security Council late Thursday.U.N. sources confirm that the report, which has not been publicly released, warns that epidemics of cholera, typhoid, meningitis and diarrheal disease threaten the Iraqi public.

During the war, allied warplanes knocked out almost all Iraqi sewage treatment and water-filtration plants.
