Soviet Jewish emigres are settling in the Israeli-occupied territories at a rate four times higher than the Jerusalem government says, the State Department reports.

While the number of new settlements has leveled off in recent years, the Jewish population in the territories continues to grow by as much as 10 percent annually, the department said in its first public report on the issue.The newly released figures are likely to figure prominently when Congress later this year debates Israel's new request for $10 billion in housing loan guarantees over the next five years.
