President John Haglelgam lost his bid for re-election by falling short in a race for the national Congress, according to unofficial returns released Friday.

He failed to win the at-large seat from Yap to the unicameral Congress. The 14 senators elected to the Congress will meet May 11 to elect a president from among four at-large senators - one each from the states of Yap, Pohnpei, Kosrae and Chuuk.Haglelgam garnered 1,280 votes in the Yap at-large race to 1,631 for Sen. Joseph Urusemal, unofficial returns showed.
