OPEC officials canceled the Iraqis' room reservations Sunday night after failing to hear from the delegation.The special session of the cartel's Price Monitoring Committee was called in the expectation that it would decide on new production quotas to replace those suspended during the gulf crisis, but Saudi Arabian officials have made it clear they will not go along with such a plan.
