Delegates from 80 nations said Wednesday South African policies have resulted in the displacement of 6 million people in southern Africa and urged the United Nations to launch a large-scale relief program.

At the end of a three-day conference in Oslo, 500 representatives from mostly developing nations issued a final declaration stating that "political and other actions aimed at bringing about the abolition of apartheid" were the only lasting solution to the refugee problem in the region.The International Conference on the Plight of Refugees, Returnees and Displaced Persons in South Africa said in its declaration that South Africa was to blame for destablizing neighboring countries.
