Secretary-General Javier Perez de Cuellar said Monday that allied incursions into Iraqi territory were jus-tified in order to free Kuwait from occupation.

Speaking briefly as he entered U.N. headquarters in New York, Perez de Cuellar also said the current allied offensive did not abort chances for a diplomatic solution to the Persian Gulf war.Meanwhile, the Security Council scheduled private consultations for late afternoon at the request of the Soviet Union, a diplomat said.

The U.N. chief said he had no objection to allied troops moving into portions of Iraq to cut off Iraqi supply lines. Security Council Resolution 678, adopted on Nov. 29, authorizes U.N. member-states to use "all necessary means" to eject Iraqi troops from Kuwait.
