Senators killed a bill Friday that would require a property owner to share in the cost of his neighbor's fence, if that fence would keep the property owners' livestock enclosed.

Sen. Eldon Money, D-Spanish Fork, a rancher by trade, has for years tried to get the Senate to adopt such a measure. He says some farmers and ranchers refuse to maintain fencing, and when their neighbor installs fencing they refuse to help pay the cost.But senators worried that a neighbor could put up a fence that a landowner doesn't want, need or afford and then force the person to pay half the cost.
