Senators also gave final approval Wednesday to a bill that outlaws putting children under 14 in the open bed of a pickup or flatbed truck. Currently, children under eight must wear seat belts or be secured in child safety seats.

The bill was changed to allow children in pickup trucks if the truck is going less than 25 mph - an attempt to accommodate rural Utahns who may pile the kids or grandkids into their truck to get them around the farm or town. The offense will carry a $20 fine, refundable if the person shows the judge that a proper restraining device has been installed in the truck.
