An Orem man has agreed to pay a $200 fine to settle charges brought by state regulators that he engaged in contracting without a license, an order said.

Bruce R. Cowley, with J&B Quality Handyman Service, represented himself as a licensed contractor in submitting bids on a remodeling project, according to a petition issued by the state Division of Occupational and Professional Licensing.The division initially requested a maximum $7,000 fine against Cowley.
