A former justice of the German Constitutional Court, Helmut Steinberger, will speak at Brigham Young University Thursday, Feb. 21, at 8 p.m.

"The Reunification of Germany and Constitutional Rights" is the title of his address to be given in the Moot Court Room, J. Reuben Clark Law School. Steinberger's address is part of BYU's observance of the Celebration of the Bicentennial of the Bill of Rights.He is the director of the Max Planck Institute for Public International Law, the leading German research institute on international law and human rights.
